2008 - The present situation
Due to the failure of Halton Borough Council to make any decision
to oppose the building of the incinerator the Secretary of State has decided
to grant Ineos permission to build. Because the decision was taken directly
by the Minister this also prevents it being taken to judicial review.
However, this certainly does not mean that the fight is over. The next
hurdle that Ineos have to clear is, that in order to operate the plant
they need a Pollution Control Certificate (PCC) to be issued by the Environmental
Agency. Following is our case to prove that it would be an environmental
disaster for residents if the PCC was granted and best of all everybody
will have a chance to object.
Provisionally the Environmental Agency have agreed to come to Runcorn
during the twenty eight day period we have to object to explain and help
people who wish to object. We also have raised the case with both the
Food Standards Agency and the local Primary Health Care Trust. The application
by Ineos will not be made until early in the New Year but can we urge
everyone to read our case
against the Pollution Control Certificate so that they can
be aware of the issues and concerns.

We had 300 people attend our public meeting about the incinerator on 5th
March 2007 and a second public meeting on 12th March 2007, over 100 people
attended. At this meeting it was agreed that an Action Group should be
set up as soon as possible and that there was indeed a great amount of
concern within the town about the Incinerator.
The next meeting was held on 26 March 2007, whereby all people interested
in becoming members of the Committees were invited to that meeting and
further agreed and elected officers and committees.
A further meeting was held on 2 April 2007 which agreed a constitution.
Leaflets are being delivered to all houses in Halton, this began the weekend
of 31st March 2007.

Ask yourself, why should we accept more pollution in our borough, when
ill health is already a major problem here? There is a risk that this
additional pollution can cause cancer and birth defects. We need
to fight this now!
It is in your own interest to get involved. The people of Halton need
to unite, and be heard, for the sake of ourselves and our children.
The only way this will happen is if as many people as possible send a
letter to the DTI. Ask your friends and relatives to send letters to strengthen
our case.
We need you to support this fully, We cannot do it without you!
